The one decent restaurant of Borlange is Stationsgatan 1, located smack in the middle of the town, very close to the tourist information office. There's an half-way decent italian restaurant, Malu, next to the town park, liljekvistska. The owners, Mauro and Luca, are a nice bunch bunt don't expect haute cusine. They do decent pasta though. Another place you might want to check out is Saga Restaurang located opposite Bragegallerian. They have a really good seafood soup.
But what you really should indulge in is Pizza. Borlange is famous for having about one pizzeria per 1000 inhabitants. If you feel adventourus you should check out the pizzeria at Hemkop Tjarna Angar. Any local will show you the way. The pizzas are simply fantastic.
